The Critical Infrastructure Rationalization Act of 2024 (CISA) provides a clear legal framework for the use of emergency backup generation and removes significant barriers that have historically impeded the development of data center projects in the state.
This bipartisan bill was introduced by Governor Wes Moore and passed unanimously in the Maryland House and Senate.
This news will be particularly welcome for data centers aligned with quantum loopholes.

With the introduction of CISA, Quantum Loophole and its customers will have more confidence in bringing their first master-planned data center community to Frederick County.

“If you meet people who don't support you and explain the situation, they will support you.”
With Aligned's woes resolved, Quantum Loophole will be able to begin operations by selling the remaining land it has earmarked for sale to data center operators.
