The U.S. Centers for Medicare and Medicaid Services (CMS) has extended the 2023 Performance-Based Incentive Payment System (MIPS) data submission deadline and reopened 2023 MIPS Extreme and Uncontrollable Circumstances (EUC) applications.
Deadline has been extended to April 15, 2024 at 8:00 PM ET.
These decisions are a direct response to the cybersecurity attack against Change Healthcare, a subsidiary of UnitedHealth Group, that occurred in late February and significantly impacted reimbursement for healthcare providers across the United States.
Submitting MIPS performance data

If your data was reported by a third party, you can follow the same steps to verify the accuracy of your submission.
EUC application
To take advantage of the reinstated EUC exception regime, you must cite the cyberattack against Change Healthcare as the reason for your reweighting request. Change Healthcare Applications submitted for reasons other than cyber-attacks will be rejected. Data previously submitted by the surgeon to her CMS will override the application for those performance categories.
To submit an EUC application:
- Access the QPP sign-in page.
- Select Exception Applications in the left navigation.
- Select Add New Exception.
- Select Exception for extreme and uncontrollable circumstances.
- Exception considerations apply when you fill out the application, select “Ransom/Malware” as the event type, and include “Changes in Healthcare Cyberattack” in the event description.
