TOPEKA (KSNT) – Kansas Governor Laura Kelly will sign four bills Friday that address education, foster care and more.
Grace Hoge, a spokeswoman for the governor's office, announced in an April 19 press release that Kelly will sign four bills before the 2024 legislative session. See below for more information on each bill.
Senate Bill No. 73
According to the Kansas Legislature, the bill, under the Kansas School Equity and Enrichment Act, would require school districts to use enrollment numbers from the current or previous school year to determine enrollment. The bill aims to help school districts facing declining enrollment by creating three enrollment options for the 2024-2025 school year.
House Bill 2547
Relates to the regulation of certain drugs and authorizes schools to maintain an inventory of emergency drug kits for certain life-threatening situations. It also adds and removes certain substances from Schedules I, II, IV, and V of the Uniform Controlled Substances Act and changes the criminal law definition of fentanyl-related controlled substances.
House Bill 2560
This bill would establish the Kansas Money Transfer Act and the Kansas Earned Wage Access Services Act. It also allows young people aged 16 and older in foster care to open a bank account without a cosigner, removing barriers to success and improving financial literacy skills before leaving foster care. House Bill 2562
According to the text of the bill, it would enact legislation to protect financially vulnerable people from financial exploitation, authorize the Real Estate Commission to issue cease and desist orders under certain circumstances, and regulate contracts for deed transactions.
