Chelsea could face a double penalty for a “serious” breach of the Premier League's Profit and Sustainability Regulations (PSR).
The Blues are currently under investigation after Todd Boley and Clearlake drew attention to “financial irregularities” in the club's accounts during Roman Abramovich's reign at Stamford Bridge.

Chelsea, like Manchester City, are believed to have committed a more serious breach of the rules than Forest and Everton, having already been given six points (down from 10) and facing further penalties.
