What causes a clogged toilet?

The best (and cleanest) option is to wait for the water to recede naturally. Most clogged toilets are slow to drain. (If you have a toilet plunger handy, gently push on the clog and slowly force water out of the toilet and into the drain.)
Will a clogged toilet get fixed over time?
It depends on the cause of the blockage.
If it's simply clogged from normal use, the clog will eventually clear up as the waste and toilet paper dissolve, but you may not want to wait that long. But if your child flushes Legos down the drain, the drain will remain clogged until you clear the blockage.
